What Is DC Open Doors?

DC Open Doors is administered by the DC Housing Finance Agency (DCHFA) and provides deferred, 0% interest down payment assistance loans to income-qualified homebuyers purchasing a primary residence in Washington DC. The loan requires no monthly payments — it becomes due only when you sell the home, refinance your first mortgage, or pay off your loan entirely.

The program is designed to bridge the gap between what buyers have saved and what they need to purchase in DC's competitive real estate market — without adding to their monthly payment burden.

What "Deferred" Actually Means

A deferred loan means you owe nothing monthly. The full balance is repaid from your home's equity when you eventually sell or refinance. For most buyers, this feels like a true grant during the years you own the home.

Who Qualifies?

Income limit: Household income at or below 120% of DC's Area Median Income (AMI) — roughly $130,000–$160,000+ for most family sizes
Credit score: Minimum 640 mid-score across all three bureaus
Primary residence: Must be your primary home — not investment or rental property
First-time buyer: Not required — repeat buyers may also qualify
Property: Must be located within DC limits — condos, townhouses, and single-family homes all qualify

DC Open Doors is available only through DCHFA-approved lenders. You cannot apply directly — you must work with a participating lender who will originate your first mortgage and layer the Open Doors assistance on top. The application is processed as part of your mortgage pre-approval.

What Is HPAP?

The Home Purchase Assistance Program (HPAP) is DC's flagship first-time buyer program administered by the DC Department of Housing and Community Development (DHCD). It provides interest-free loans — up to $202,000 based on income and household size — to help first-time buyers cover down payment and closing costs on a DC home purchase.

HPAP loans are deferred for the first five years and then repaid in very low monthly installments over 40 years. At these terms, for many buyers the effective monthly payment on even a large HPAP loan is minimal.

HPAP vs. DC Open Doors — Which Is Better?

HPAP typically provides more assistance in dollar terms but has stricter income limits and requires first-time buyer status. DC Open Doors is simpler and available to repeat buyers. Many DC buyers layer both programs — ask your lender about stacking eligibility.

How the MCC Actually Works

A Mortgage Credit Certificate converts 20% of your annual mortgage interest into a dollar-for-dollar federal income tax credit. Unlike a deduction (which reduces taxable income), a tax credit directly reduces your tax bill. On a $400,000 mortgage at 7% interest, your first-year interest is roughly $27,600. Twenty percent of that is $5,520 — but the credit is capped at $2,000 annually. That's $2,000 back in your pocket, every year, for the life of the loan.
